I don't know why Biden says that he is so "frustrated". About 75% of all American adults have had at least their first shot. That means that only about 10-20% of working Americans haven't had a shot. Why is He worried about 15% of Americans? He is just playing to the cameras. It is all about politics and votes. The only policy of his that he can point to as a success is getting Americans vaccinated. That is why he doesn't care about the immigrants. If "They" told Biden that mandating vaccinations was the politically correct thing to do then "They" are as big idiots as he is.
