Todd X Bred ???

My understanding is if and when and x bred litter would meet the 80% qualification they would still need to be litter registered as X bred. Then on request could be transferred to the breed by paying fees if the breed is open for transfers. My understanding is you could not litter register them as a breed but could transfer them later if the breed is open to accepting transfer. Is my understanding correct or wrong?

Your understanding is correct. Could not have said it better myself.

I should add, the reason it is set up that way is because those individual dogs need to be approved by UKC to make sure they meet color standards before they can be registered as a breed. That's why we won't just transfer the whole litter over. Needs to be done individually with photos.
