More common in the toy dog breeds. Wife shows pomeranian dogs. Sometimes you'll get one that collapses. If its not to bad there is a surgical procedure for it.

trachea collapse

About 10 years ago i had a dogs trachea crushed by wolves and the vets said that they could insert a tube, but I'd never be able to lead the dog with a collar around his neck as putting pressure on his neck could damage it. I chose to do nothing as there were no visible signs of damage and it didnt bother him to eat or breathe. He lived 9 more years, but you could not lead him with a collar or he'd start gagging. i had to use a chest harness to lead him.
