So today I called and talked to someone in registration and at the end of our conversation I asked if I could have a breed inspector sign off on my dog and she said yes, but then on the paperwork there isn't a section for that and just says to send 3 pictures so my question is do I need the pictures or can I have the breed inspector inspect my dog?

You do need to send photos. We no longer use breed inspectors for single registration of coonhounds. We do use them for some other breeds so I wonder if that might be where the confusion came from on the part of the customer service rep.
