This question is either for Todd or maybe the registration department.

First let me say UKC is doing a great job, my question is i received email conformation from UKC of my adult hounds registration on complete with registration number on February 24 and on March 06 on my litter of pups but no papers in the mail has of yet, can I hunt any of my hounds in ukc hunts with my e-mail conformation on a conditional entry?

Yes. Those emails are sent out upon completion of the work being done for the purpose of allowing you to be sure the transfer has taken place and the dog is eligible to participate in events. Now keep in mind that applies to permanently registered dogs only and not pup papers. And as you mentioned that would need to be done on a conditional entry if you haven't received papers back.

That's hard to believe that you haven't received those papers back because they are mailed within 24 hours of the email notice being sent? If you want to PM me your dogs number I can verify mailing date and address?
