I am going to make an English x Bluetick cross. Do the dogs need to be DNA profiled?

Short answer....not necessary to dna profile to register pups x-bred.

Long answer...if you want to nominate the pups in the performance program then the sire would need to be paid up as a performance sire which would require him to be dna profiled.

Can what be done over the phone....nominate the sire? I believe it can as long as the dog is already dna profiled. But no the litter can't be registered over the phone. Not sure what you are asking.

I got the puppy papers back and it says nothing about them being nominated for the performance program.
