Training pen legality.?

Are coonhound squirrel dog training pens legal in the state of TN.?I think its illegal to confine native wildlife in Tn so how do you get around that?I dont guess you could confine a squirrel if you wanted to in a training pen anyway.Just hope you could attract them in.
